Whatever's happened with your home, you're in the right place. We help council and housing association tenants nationwide. Here's what we know about Kensington & Chelsea Council.

The Regulator of Social Housing (RSH) gave the Royal Borough a C3 grade in August 2025, citing a limited understanding of individual tenants' home conditions and failure to ensure homes meet the Decent Homes Standard in places. If you're a tenant living with disrepair, here's what you're entitled to claim.

If your landlord has ignored a repair you reported in writing, it is worth finding out where you stand.

  • Around 7,000 tenanted homes.
  • 31.8% of homes did not meet the Decent Homes Standard (TSM 2024/25, RP01).
  • Consumer grade was rated as C3. RSH separately notes a good safety-compliance record (18 of 20 required consumer outcomes met). The C3 grade is driven specifically by Decent Homes non-compliance.
  • IMD 2025: rank 130 of 296 English LAs.
  • Barriers to Housing and Services: rank 136 (6.9% of neighbourhoods in the most-deprived 10% nationally).
  • Living Environment: rank 3 (73.3% of neighbourhoods in the most-deprived 10% nationally).

What these figures mean. TP01/TP02/TP03 are tenant satisfaction scores from the Regulator of Social Housing's 2024/25 Tenant Satisfaction Measures. Decent Homes is the national minimum standard for social housing. IMD rank compares deprivation against all of England (1 = most deprived).

You may be able to claim if

  • You're a tenant of Kensington & Chelsea Council
  • You've reported a repair problem (damp, mould, leaks, broken heating, structural issues, pests) and it hasn't been fixed within a reasonable time
  • The disrepair has affected your health, your belongings, or your ability to use part of your home

You do not need to still be in dispute with the council to claim. Most claims are made after a repair has already been logged.

Legal basis and compensation

Under Section 11 of the Landlord and Tenant Act 1985, Kensington & Chelsea Council has a legal duty to keep the structure, exterior, and the installations for water, gas, electricity and heating in your home in repair. Since October 2025, Awaab's Law additionally sets fixed timescales for investigating and fixing damp, mould and other significant hazards in social housing. That duty applies directly to Kensington & Chelsea Council as your landlord.

RSH gave the Royal Borough a C3 grade in August 2025, citing a limited understanding of individual tenants' home conditions and failure to ensure homes meet the Decent Homes Standard in places. This pattern of findings is one reason claims against Kensington & Chelsea Council are being taken seriously by the regulator, and it can support your individual case.

Compensation typically reflects a rent-based reduction for the period the home was unfit to live in, the cost of damaged belongings, and, where relevant, the impact on your health or living conditions.

What could my compensation be worth?

There's no fixed table or calculator that can tell you your case's value in advance. It depends on how long the disrepair went on, how serious it was, and the impact it had on you and your home. Our full guide explains how compensation is actually calculated, including the difference between general damages (for loss of enjoyment of your home) and special damages (for provable financial losses).
