- The same Wales-wide 48% WHQS compliance figure applies. It is not Swansea-specific.
- The Public Services Ombudsman for Wales applies, not the Housing Ombudsman or RSH.
- No 2025 WIMD update found.
What these figures mean. WHQS (Welsh Housing Quality Standard) measures whether a home meets the Welsh Government's decency standard. WIMD (Welsh Index of Multiple Deprivation) ranks an area's deprivation against all of Wales (1 = most deprived). PSOW is the Public Services Ombudsman for Wales, who investigates complaints about council services including housing repairs. Welsh landlords aren't RSH-regulated, so English measures like TSM and IMD don't apply to them.
You may be able to claim if
- You're a tenant of Swansea Council (or a home managed on the council's behalf by Pobl Group)
- You've reported a repair problem (damp, mould, leaks, broken heating, structural issues, pests) and it hasn't been fixed within a reasonable time
- The disrepair has affected your health, your belongings, or your ability to use part of your home
You do not need to still be in dispute with the council to claim. Most claims are made after a repair has already been logged.
Legal basis and compensation
Under Section 11 of the Landlord and Tenant Act 1985, Swansea Council has a legal duty to keep the structure, exterior, and the installations for water, gas, electricity and heating in your home in repair. Since October 2025, Awaab's Law additionally sets fixed timescales for investigating and fixing damp, mould and other significant hazards in social housing. Note: Awaab's Law is England-only (Social Housing (Regulation) Act 2023). Welsh tenants' equivalent sits under the Renting Homes (Wales) Act 2016.
Whether or not Swansea Council has a wider pattern of findings, your right to a safe, well-maintained home doesn't depend on it. The law above applies regardless.
Compensation typically reflects a rent-based reduction for the period the home was unfit to live in, the cost of damaged belongings, and, where relevant, the impact on your health or living conditions.

What could my compensation be worth?
There's no fixed table or calculator that can tell you your case's value in advance. It depends on how long the disrepair went on, how serious it was, and the impact it had on you and your home. Our full guide explains how compensation is actually calculated, including the difference between general damages (for loss of enjoyment of your home) and special damages (for provable financial losses).
